The certificate is only good as a Deposit on a cruise not yet booked. They love to call it an obc of course so the uninitiated will think they have onboard money to spend. I did, just didn't think actual experience would reflect how simple it seemed. Also didn't mention the OBC being returned or lost or even just left on Account for a future cruise. I have pretty much pre-purchased/paid the excursions, dinners, so any OBC for this cruise would just be any oddities I find.
